The role provides oversight for fleet and estate maintenance, Security, the hospital’s laundry unit, update and preventive maintenance for medical equipment and the cafeteria. Also responsible for developing and embedding HSSE policies and procedures in all operations of the hospital. Reviews and updates institutional HSSE policies and conduct risk assessments to detect potential hazards and plan precautionary measures.


  • Oversee / manage the provision of hard technical support to the buildings (electricity, plumbing, air conditioning, biomedical equip etc) and soft technical support (cleaning, security, laundry, kitchen) through the relevant section heads and or outsourced facilities management company and in line with agreed SLA objectives.
  • Prepare and manages annual capital and operational budgets for HSSE and Facilities management as required by the Finance department, and ensures that operations are undertaken in a cost-efficient manner.
  • Ensures optimized resourcing and capacity planning, and that teams are performing to expectations and identify skills development and training opportunities to address performance gaps.
  • Develop, implement and review the hospital’s policies and procedures for Health, Safety, Security and Environment including appropriate training and audit programs.
  • Ensure that all staff have an appropriate understanding, training and knowledge to fulfil statutory obligations including but not limiting to the Health and Safety Employment Act and medical board regulations.
  • Coordinate and provide input to the HSSE Committee meetings and submit HSSE activity reports to management as required.


  • Degree in Business, Operations Management or related field Professional qualifications/certification in HSSE and Fire & Safety Management Systems.
  • 5+ years’ experience in facilities management role, (2 at middle manager or supervisor level)
  • Experience budgeting and forecasting Familiarity with business and financial principles Knowledge of organizational effectiveness and operations management.
